MAIN PURPOSE

 

 

The Fire Safety Officer will be part of a team that the implements, monitors and reviews of the Executive’s Fire Safety Policies, Processes and Procedures and ensures the NIHE is fully compliant with its statutory and regulatory undertakings that reduces any residual risk to its customers, employees, and third parties.

Main Duties

The problem solving responsibility of the grade is usually of a technical nature concerned with the solution of detailed or specific problems which arise in the application of rules and regulations, methods and techniques.

 

Duties & responsibilities:

 

1.         Responsible to the Fire Safety Manager for Fire Safety Management in collaboration with other departments, professions and organisations (internally and externally) to ensure the delivery of a customer focused service.

 

2.         To assist in the compilation, implementation and operation of policies, procedures, protocols and guidance in relation to Fire Safety

 

3.         To fulfil the role of a competent person with sufficient training and experience or knowledge to undertake Fire Risk Assessments.

 

4.         Undertaking a range of comprehensive technical and management Fire Safety audits / inspections, produce reports to ensure organisational compliance with statutory requirements, issue appropriate Action Plans / reports and to positively promote best practice and ensure continual improvement in respect of Fire Safety throughout the organisation.

 

5.         To assist in managing and reviewing the compliance of Action Plans / reports, tests, certification, audit and analysis and provide performance reports based on performance based measures

 

6.         Maintain appropriate records and statistics as appropriate to comply with statutory requirements in relation to Fire Safety matters.

 

7.         To provide a focal point for general Fire Safety enquiries as directed by the Fire Safety Manager.

 

8.         To assist management in the production of reports, the collation and analysis of statistical data and information, and prepare and communicate associated findings and recommendations.

 

9.         To advise on the interpretation and application of Building Regulations Fire Safety to a range of domestic and non-domestic Premises types in regard to purpose groups, means of escape, fire detection, compartmentation and fire doors

 

10.      To make recommendations to management based on professional judgement and experience where significant fire safety risks are identified or situations where immediate action is required to prevent loss of life, serious injury, damage to property, or prosecution.

 

11.      Make both new and Regularisation Applications to the various Building Control Authorities where there is a Material Change of Use and work with Building Control Officers in obtaining Plan Approvals and Certificates of Regularisation (as required)

 

12.      Use AutoCAD effectively to collate and capture various Premises  in terms of layout drawings and proposals to Building Regulations standards and Fire Safety compliance and manage and maintain key compliance information such as Premises drawings, Fire Safety records and Fire Risk Assessments

 

13.      To assist management in the design, development and delivery of internal training or alternatively identify and facilitate the provision of specialist external training for management and staff in respect of Fire Safety matters.

     

14.      To assist management in facilitating the operation of Health & Safety Committees and at managements request participate in consultations with senior / line management, Trade Unions Representatives and Representatives of Employee Safety (RoES) and attend Health & Safety Committee Meetings in an advisory capacity.

 

15.      To undertake ongoing / continuous professional development as appropriate to  develop and maintain an up-to-date knowledge of best practice and developments in Fire Safety legislation, procedures to enable the post holder to undertake work of a technical and complex nature requiring advanced high level knowledge and skills in a range of specialist disciplines.

 

16        To undertake such other relevant duties commensurate with the nature of the post as may from time to time be required including representing the Level 7 Fire Safety Manager at meetings, committees or other groups.

 

 

 Experience and Qualifications

 

Candidates must have:

·         A Degree or higher qualification in Architecture / Building Surveying and a minimum of 3 years’ post qualification experience.

 

Or

·         BTEC Higher Certificate / Diploma in a Technical Discipline with a minimum of 5 years post qualification experience

 

 

Desirable:

Knowledge and experience of Building Regulations Technical Book E and Fire Safety Engineering
